MINUTES OF A REGULAR MEETING OF THE MAYOR AND BOARD OF ALDERMEN OF THE CITY OF RUSTON HELD ON MONDAY, AUGUST 21, 2017, AT 6:30 P.M., IN COUNCIL CHAMBERS/COURTROOM, CITY HALL, 401 NORTH TRENTON, RUSTON, LOUISIANA
A regular meeting of the Mayor and Board of Aldermen of the City of Ruston was held Monday, August 21, 2017, at 6:30 P.M., in the Council Chambers/Courtroom, City Hall, 401 North Trenton, Ruston, Louisiana.
A quorum was present, notice having been duly served. Mayor Ronny Walker, Aldermen Jedd Lewis, Jim Pearce and Bruce Siegmund and Alderwomen Carolyn Cage and Angela Mayfield were present.
The meeting was called to order at 6:30 p.m. Alderwoman Carolyn Cage gave the invocation.
I. AGENDA AND MINUTES:
A. ADOPT AGENDA.
Alderman Bruce Siegmund made a motion, seconded by Alderman Jedd Lewis to adopt the agenda. There were no comments from the audience and the motion passed by unanimous vote.
B. APPROVE MINUTES OF AUGUST 7, 2017 - REGULAR MEETING.
Alderwoman Carolyn Cage made a motion, seconded by Alderwoman Bruce Siegmund, to approve the Minutes of the August 7, 2017, regular Council meeting. There were no comments from the audience and the motion passed by unanimous vote.
II. PUBLIC WORKS:
A. CONSIDER RESOLUTION NO. ____ OF 2017, AUTHORIZING CITY TO ACCEPT FUNDS AND EXECUTE AGREEMENTS RELATING TO THE GOHSEP STATEWIDE GENERATOR 5% INITIATIVE.
Andrew Halbrook reported that the proposed resolution will allow the City to accept funds totaling $961,620 (contingent on a 25% local match) from FEMA for the installation of thirty-eight (38) automatic transfer switches, seven (7) permanent generators and seven (7) portable generators to insure that the City's water and sewer infrastructure will remain operational in the event of power outages. The transfer switches will be installed at every water well and sanitary sewer lift station in the City's existing infrastructure. Permanent generators will be installed at the most critical points in our water and sewer systems and portable generators will be kept at the Public Works Complex to be dispatched to areas when needed. Motion was made by Alderwoman Carolyn Cage and seconded by Alderman Jim Pearce to adopt the resolution. There were no comments from the audience and the motion passed by unanimous vote. III. FINANCE:
A. CONSIDER AND ADOPT ORDINANCE NO. ____ OF 2017, LEVYING AND IMPOSINIG TAXES ON ALL PROPERTY SUBJECT TO TAXATION IN THE CITY OF RUSTON, LOUISIANA.
Emmett Gibbs reported that the 5.24 mills for the General Fund and 2.92 mills for the Recreational Tax are exactly the same as last year and with the assessed value of taxable property in the City increasing about 2.5% from last year, the estimated property tax revenue for the General Fund will be about $1,057,500, which is $25,500 more than last year, and the estimated property tax revenue for the RPAR Fund will be about $590,000, which amount is $15,000 more than last year.
A.(1) PUBLIC HEARING REGARDING LEVYING AND IMPOSING TAXES ON ALL PROPERTY SUBJECT TO TAXATION IN THE CITY OF RUSTON, LOUISIANA.
Mayor Walker called for a public hearing at 6:35 p.m. Having no one from the audience to comment, the Mayor closed the public hearing at 6:35 p.m., and called for final consideration by the Aldermen.
Alderman Jedd Lewis made a motion, seconded by Alderman Bruce Siegmund, to adopt the ordinance. The title of the ordinance was read, a roll call vote was taken and the following result was had:

ABSTAINED: NONE ABSENT: NONE The motion passed by unanimous vote. (ORDINANCE NO. 1708 OF 2017)
A motion was made by Alderwoman Angela Mayfield and seconded by Alderman Bruce Siegmund to recess the Council meeting and reconvene following a meeting of the Personnel Finance Committee. The motion passed by unanimous vote, there were no comments from the audience, and the meeting of the Mayor and Board of Aldermen was recessed at 6:36 p.m. followed by a meeting of the Personnel Finance Committee.

Mayor Walker reconvened the Board of Alderman meeting at 6:54 p.m.
B. INTRODUCE ORDINANCE NO. ____ OF 2016, ADOPTING THE BUDGET OF
REVENUE AND EXPENDITURES FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2017, AND ENDING SEPTEMBER 30, 2018, FOR THE CITY OF RUSTON, LOUISIANA.
The ordinance was introduced by Alderman Jedd Lewis.
IV. ADJOURN MEETING.
There being no further business, on motion by Alderwoman Carolyn Cage and second by Alderman Jedd Lewis, the meeting of the Mayor and Board of Aldermen was adjourned at 6:55 p.m. September 11, 2017
