TOWN OF DUBACH
WATER SYSTEM IMPROVEMENTS Separate sealed bids marked "Sealed Bid for the Town of Dubach Community Development Block Grant Project for Fiscal Year 2016 to be financed by the State of Louisiana CDBG Program” will be received by the Town of Dubach for the construction of the project described as follows:
Water System Improvements
Proposals shall be addressed to the Town of Dubach, and delivered to the Town Hall located at 7833 Annie Lee Street, Dubach, LA 71235 not later than 2 pm, local time on March 28, 2017. Sealed bids to be marked "Sealed Bid for the Town of Dubach Community Development Block Grant Project for Fiscal Year 2016 to be financed by the State of Louisiana CDBG Program”. Any bid received after the specified time and date will not be considered. The sealed bids will be publicly opened and read aloud at this location immediately after receipt.
If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed to the Town of Dubach, 7833 Annie Lee Street, Dubach, LA 71235.

CD copies of the bidding documents may be obtained from the office of the Engineer at a cost per copy of $40.00, which represents the cost of reproduction and handling, and is nonrefundable. Any requests for bid documents must be accompanied by payment in full. Prime Bidders must obtain Bidding Documents from the Engineer. Bids received from Contractors utilizing any other Bidding Document source will be returned unopened.
Each bid must be accompanied by bid security made payable to Owner in an amount of 5 percent of bidder's maximum bid price and in the form of a certified check, cashier's check or a bid bond. The successful bidder will be required to obtain a Performance Bond and a Payment Bond each in the amount of 100% of the contract amount. All bonds shall be executed by such sureties as are named in U.S. Department of the Treasury Circular 570. A bond signed by an agent or attorney-in-fact must be accompanied by a certified copy of that individual's authority to bind the surety.
Bidders may not withdraw their bid within forty-five (45) days after the actual date of opening thereof. The Owner reserves the right to reject any and all bids for just cause in accordance with Louisiana R.S. 38:2214B.
The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed.
This contract is subject to the requirements of the Davis-Bacon Act (DOL 29 CFR Part 5), as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor. The attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.
Any person with disabilities requiring special accommodations must contact the Owner no later than seven (7) days prior to bid opening.
Minority and Section 3 businesses are encouraged to submit bid proposals. Any such business enterprise will be afforded equal opportunity and will not be discriminated against on the grounds of race, color, sex, national origin or disability in consideration of the contract award.
IN PARTICULAR, BIDDERS SHOULD NOTE THE REQUIRED ATTACHMENTS AND CERTIFICATIONS TO BE EXECUTED AND SUBMITTED WITHIN TEN DAYS OF THE BID OPENING.
