Twenty-years ago come Thursday, Ruston’s Board of Aldermen refused to adopt an $8 million transportation proposal proponents said would end anticipated traffic snarls along the Interstate 20 service road, once the Walmart SuperCenter was built.

Then-Mayor Hilda Taylor Perritt called the board’s rebuff “the bonehead move of the year.”

At issue was a sales tax plan that would have allowed the roadwork to be paid for with increased tax revenue coming from the businesses in what was then the newly created north side economic development district.
