Early Notice and Public Review of a Proposed
Activity in a 100-Year Floodplain and Wetlands
This is to give notice that the City of Ruston has conducted an evaluation as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetland will have on the human environment for sewer rehabilitation under the Louisiana Community Development Block Grant Program. The City of Ruston proposes to construct sewer improvements using funds from the Louisiana Office of Community Development Block Grant Program. The City of Ruston proposes to resolve a number of problems within its sewerage collection system. Plans call for rehabilitating old, deteriorated clay tile and concrete sewer mains to prevent these stoppages and backups in the area and to reduce infiltration and inflow into the system. This project will benefit low to moderate income people within the target areas. The project will consist of two different Target Areas: The target area consists of: Target Area 1 - Taylor Street, Oakdale Street, Jones Street (from Jackson Avenue to Lincoln Avenue), and South Trenton (from West Vaughn Avenue to Union Avenue). Target Area 2 - South Farmerville (from Second Avenue to East Line Avenue) and Calvin Avenue. The proposed project is located in Ruston, Louisiana.
There are three primary purCoses for this notice. First, people who may be affected by activities in floodplains and/or wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains and wetlands can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and/or wetlands, it must inform those who may be put at greater or continued risk.
