NOTICE OF INTENTION TO CREATE AN
ECONOMIC DEVELOPMENT DISTRICT
IN THE CITY OF GRAMBLING, STATE OF LOUISIANA,
AND TO LEVY A
2.00% SALES AND USE TAX THEREIN
NOTICE IS HEREBY GIVEN that the Mayor and Board of Aldermen of the City of Grambling, State of Louisiana, acting as the governing authority of the City of Grambling, State of Louisiana (the "City") proposes to consider the adoption of an ordinance, pursuant to La. R.S. 33:9038.32, creating an economic development district within the City to be called "Grambling Economic Development District No. 1, State of Louisiana" (the "District").
NOTICE IS HEREBY FURTHER GIVEN that upon the creation of the District, the Mayor and Board of Aldermen, in its capacity as the governing authority of the newly created District, further proposes to consider the adoption of an ordinance, pursuant to La. R.S. 33:9038.39, levying in the District an additional sales and use tax of up to two percent (2.00%), for the purpose of financing economic development projects, as defined in La. R.S. 33: 9038.34(M) and La. R.S. 33:9038.36 (the "District Taxes"). The proceeds of the District Taxes and the incremental increase in sales tax revenues of other sales taxes levied by the City will be deposited in a special trust fund to be used for the furtherance of economic development projects within the District, all pursuant to the authority of Part II, Chapter 27, Title 33 of the Louisiana Revised Statutes of 1950, as amended (La. R.S. 33:9038.31, et seq.).
NOTICE IS HEREBY FURTHER GIVEN that the Mayor and Board of Aldermen, acting as the governing authority of the City, will meet in open and public session on November 19, 2015, at six o'clock (6:00) p.m., at the Grambling City Hall, 127 King St., Grambling, Louisiana, to hear any objections to the creation of the District and/or the proposed levy of the District Taxes as described above.
The proposed district is located on the east side of La. Hwy. 149, approximately 1,500 feet south of the intersection of I-20 and La. Hwy. 149. A legal description of the boundaries of the proposed District, and a map of the proposed District, are as follows: Commencing at an existing 5/8 inch rebar representing the Southwest corner of the Northwest Quarter of the Northeast Quarter of Section 19, Township 18 North, Range 3 West, Grambling, Lincoln Parish, Louisiana, as per survey by James Wooten, P.L.S., dated June 6, 1997, thence run S89º-22'-49"E along the forty line for a distance of 355.12 feet to an "X" chiseled in concrete on the West right-of-way line of Louisiana Highway No. 149 for the STARTING POINT; from said starting point, thence run N23º-58'-52"E along said right-of-way line for a distance of 106.68 feet to a 5/8 inch rebar; thence run N38º-07'-00"E along said right-of-way line for a distance of 260.48 feet to a 5/8 inch rebar; thence run N38º-07'-00"E along said right-of-way line for a distance of 238.41 feet to a 5/8 inch rebar; thence, leaving said right-of-way line, run S89º-24'-27"E for a distance of 631.15 feet to an existing _ inch iron pipe in an old fence; thence run S00º-17'-26"W along said fence for a distance of 494.05 feet to an existing one inch iron pipe; thence, leaving said fence, run N89º-22'-49"W for a distance of 979.98 feet back to the point-of-beginning; containing 9.2823 acres and being subject to all easements and rights-of-way of record or use; as per map of survey by William T. Lowe, P.L.S., dated August 10, 2011.
