LEGAL NOTICE
STATE OF LOUISIANA, OFFICE OF CONSERVATION, BATON ROUGE, LOUISIANA.
In accordance with the laws of the State of Louisiana, and with particular reference to the provisions of Title 30 of Louisiana Revised Statutes of 1950, a public hearing will be held in the Hearing Room, 1st Floor, LaSalle Building, 617 North 3rd Street, Baton Rouge, Louisiana, at 9:00 a.m. on TUESDAY, OCTOBER 20, 2015, upon the application of LINN OPERATING, INC.
At such hearing the Commissioner of Conservation will consider evidence relative to the issuance of Orders pertaining to the following matters relating to the Bodcaw Sand, in the Ruston Field, Lincoln Parish, Louisiana.
1. To permit the Applicant to drill, designate and utilize the LINN Operating, Inc.-Elliott et al 1-11HC No. 1 Well, as a substitute unit well for LCV RA SUL, and as an alternate unit well for CV RA SUA, at the locations shown on the plat submitted with the application, in exception to the spacing provisions of Office of Conservation Order No. 164-Z, effective February 12, 1997 and Order No. 164-HH, effective April 24, 2007, provided that these proposed cross unit horizontal substitute and alternate unit wells will be perforated no closer than 330' from any unit boundary of a unit other than those for which they are designated to serve, with a 100' radius spacing tolerance.
2. To permit the Applicant to drill, redesignate and utilize its Elliott, et al 1H No. 1 Well, which was approved as a unit well by Order No. 164-Z-24, effective August 25, 2015, as an alternate unit well, at the location shown on the plat submitted with the application, in exception to the spacing provisions of Order No. 164-Z, effective February 12, 1997.
3. To explicitly find that the proposed cross unit horizontal substitute and alternate unit wells and the proposed alternate unit well, are reasonable and in the interest of conservation and are necessary to drain portions of the Lower Cotton Valley Zone and Cotton Valley Zone, Reservoirs A, underlying such units, which cannot be efficiently and economically drained by any existing wells in such units.
4. To provide that unit production from each cross unit well shall be allocated to each unit in the same proportion as the perforated length of the lateral in each unit bears to the total length of the perforated lateral as determined by an “as drilled” survey performed after the cross unit well is drilled and completed; provided that unit production shall continue to be shared on a surface acre basis.
5. To provide that production from each cross unit well shall be separated and metered individually and this information shall be reported in the manner prescribed by the Office of Conservation.
6. To provide that, with respect to cross unit wells drilled to the Lower Cotton Valley Zone and Cotton Valley Zone, Reservoirs A, within or to serve LCV RA SUL and CV RA SUA, where the horizontal lateral portion of the well is cased and cemented back above the top of the Lower Cotton Valley Zone and Cotton Valley Zone, Reservoirs A, the distance to any unit boundary and any offset well(s) should be calculated based on the distance to the nearest perforation in the well, and not based on the penetration point or terminus and that the proposed cross unit lateral should be perforated no closer than 330' to any unit boundary of a unit other than the common unit boundary for those units for which it is designated to serve as either a substitute unit well or an alternate unit well.
7. To provide that each of the unit allowables for LCV RA SUL and CV RA SUA, respectively, may be produced from either the unit or substitute unit well, the alternate unit wells, the cross unit horizontal alternate unit wells, or any combination thereof, at the operator's discretion.
8. Except to the extent contrary herewith, to provide that the provisions of Order No. 164-Z, effective February 12, 1997, as amended and supplemented by the 164-Z Series of Orders, and Order No. 164-HH, effective April 24, 2007, as amended and supplemented by the 164-HH Series of Orders, shall remain in full force and effect.
9. To consider such other matters as may be pertinent.
The Lower Cotton Valley Zone, Reservoir A was defined in Order No. 164-Z, effective February 12, 1997, and was redefined in Order No. 164-Z-18, effective June 26, 2012, INSOFAR AS LCV RA SUL is concerned.
The Cotton Valley Zone, Reservoir A was defined in Order No. 164-HH, effective April 24, 2007.
A plat is available for inspection in the Office of Conservation in Baton Rouge and Shreveport, Louisiana.
