MINUTES. CITY OF GRAMBLING, GRAMBLING, LOUISIANA. Monthly Meeting October 2, 2014 Mayor Edward R. Jones opened the regular session of the Grambling City Council at 6: 00 p.m. at Grambling City Hall. Mr. William Arrington offered the invocation and led the council and congregation into the Pledge of Allegiance. Present were the following Council members: Birdex Copeland, Jr., Yanise Days, Cathy Holmes, Roy Jackson, and Cullen Jackson. Absent: None. It was moved by Council member Cullen Jackson and seconded by Council member Cathy Holmes to adopt the Minutes dated September 4, 2014.

The motion was carried to adopt the minutes.
Part II. Comments, Information, and Presentation:
Public Comment:
To Comply with ACT No. 850 H.B. No. 1307 the Mayor allowed time for the Public to make comments concerning any presented Agenda items. No comment.
Mrs. Susan B. Wiley was given the opportunity to address the council and residents about her candidacy for School Board Member District 1.
Ms. Markay Brown, Senior Project Manager of Meyer, Meyer, and LA Croix & Hixson, gave the following updates:
The Recreational Trails and the Transportational Alternative was still in the works; and she is still waiting to hear from the state.
Shuler Consulting Company was not present.
American Water and Wastewater, Mr. Karl Johnson,-submitted a written report.
Mr. Ewing Collier was not present.
Mr. Rodney Kelly wanted to know why his permit was revoked. The Mayor said that the letter he received explained why his permit was revoked. Council member Birdex Copeland, Jr. suggested another site that would not be near a liquor store.
Chief Tommy Clark, Jr., Chief-of-Police stated that the ladies in the department would be hosting an event for Halloween in the park for Thursday, October 30, 2014. Chief Clark also asked all citizens to report any suspicious people to the department.
Mr. Mike Kimble, Kimble Development, gave an update to the board and citizens on the Legends Avenue Master Plan. Kimble stated that there would be a groundbreaking ceremony held on Thursday, October 16, 2014. At 11:00 a.m.

Part IV. New Business:
It was moved by Council member Cullen Jackson and seconded by Council member Cathy Holmes the approval to establish a long term partnership with the University of North Carolina at Chapel Hill and its Center for the Study of the American South for a period of not less than five years.

It was moved by Council member Roy Jackson and seconded by Council member Cullen Jackson the approval for Ms. Phyllis Miller to become the Coordinator of Special Projects for the City of Grambling.

Mrs. Mattie Harrison was given the opportunity to address the council and residents about her candidacy for School Board Member District 1.
Announcement:
Councilmember Cullen Jackson announced that there will be a Greater Chamber of Commerce Annual Banquet on Thursday, October 23, 2014, at 6:00 p.m. at the Ruston Civic Center.
It was moved by Council member Yanise Days and seconded by Council member Birdex Copeland, Jr. to adjourn this meeting at 6:55 p.m.
