EARLY NOTICE AND PUBLIC REVIEW OF A PROPOSED
ACTION IN FLOODPLAINS
All interested Agencies, Groups and Individuals
This is to give notice that the City of Grambling is conducting an evaluation as required by Executive Order 11988, utilizing as a guideline procedures established in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain will have on the human environment for the City of Grambling's FY 2014 Louisiana Community Development Block Grant for sewer system improvements.
The City proposes new sewer expansion project to connect approximately fifty - eight (58) residences to the existing sewer collection system. Proposed construction includes gravity mains, force mains, lift stations, manholes, service mains, tie-ins, and associated items. The City proposes the expansion of its existing sewer collection system to serve the targeted beneficiaries. The expansion is proposed along Woodland Springs, Cove View, W. College, Bennett Road, Hollis Jensen, Harris, Igoe Inn, Martin Luther King, Jr., and adjacent City roadways. Three (3) community lift stations are proposed. The Woodland Springs/Cove View/W. College area, Hollis Jensen/Harris area and the Bennett Road/M.L.K. area will require new lift stations. Preliminary design suggests that all other areas may be connected via gravity mains only. All proposed mains shall connect to existing collection facilities of the City of Grambling. The floodplain map indicated there may be floodplains.
There are three primary purposes for this notice. First, people who may be affected by activities in possible floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
