This compilation of citizen ideas and suggestions formed the basis of the Ruston 21 plan. Working committees were formed composed of Ruston citizens who managed to distill those ideas and put them together for consideration. Thanks to these citizen desires, Ruston has made amazing progress even during times of economic uncertainty.
Ruston 21 has been a model partnership of citizens and local government working together in developing a roadmap for the future. One of the most important ideas expressed was the need for updated zoning codes that were easy to use, simple to understand and readily available.
While developing a new zoning code is an extremely complex project, its very basis is a body of work contained in our current codes, which reflects the ideas and aspirations of many generations of citizens and city officials who have worked together in creating and developing our local ordinances. Our local laws, enacted through these ordinances, represent the essence of a free society making choices over many decades for the ultimate benefit of all of its citizens.

He and his buddies, a mischievous group of kids, who called themselves the Marauders, loved pranks like climbing the water tower at midnight and shadow streaking behind the screen at the Dixie — mostly harmless fun and dares. But Charlie outgrew those childhood pranks to take on a passionate drive to serve God in mission work and to devote his whole life helping the underprivileged wherever he could and doing whatever he could to assuage poverty and human suffering.
