A second and more likely option is what some observers call the China or Vietnam model. Under this scenario, the Communist party would retain firm control of the Cuban government, while enacting economic reforms designed to encourage private enterprise and the free market. This could lead to economic growth and development, bringing material prosperity to the island as modest compensation for the continued denial of political freedom. Raúl Castro has made hints in this direction, but it remains to be seen what action he will actually take.
