“I was in hope that at least we would try to keep or maintain minorities on staff,” Mayfield said.

Green is white. Mayfield said that though he and the public are told hirings are conducted based on a person’s qualifications, he has trouble believing it.

“Thirty-five to 37 percent of the city is not being represented in your administration,” Mayfield said to Mayor Dan Hollingsworth before the vote. “There has to be a reason other than the fact they’re qualified. And I know the buck stops with you.”
