Never underestimate the power of a scarecrow. Especially not when it’s in the hands of Ruston’s District 5 Alderwoman Marie Riggs.
Riggs represents probably the most culturally and ethnically diverse district in the city. District 5 is close to Louisiana Tech University and to the town of Grambling. The district includes well-established older neighborhoods, apartment complexes, college students, retirees, working folks, single parents and grandparents raising grandchildren.
