PUBLIC NOTICE LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY (LDEQ)
PUBLIC NOTICE LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY (LDEQ) FLAKEBOARD AMERICA LIMITED, LLC LOUISIANA PARTICLEBOARD PLANT PROPOSED PART 70 AIR OPERATING PERMIT RENEWAL/MODIFICATION
The LDEQ, Office of Environmental Services, is accepting written comments on a proposed Part 70 air operating permit renewal/modification for Flakeboard America Limited, LLC, 486 Duraflake Rd., Simsboro, Louisana 71275 for the Louisiana Particleboard Plant. The facility is located at 486 Duraflake Road in Simsboro, Lincoln Parish. Flakeboard America Limited, LLC requested a Part 70 air operating permit renewal and modification the facility which currently operates under Permit No. 1720-00004-V5.
In addition, the company is also requesting authorization for the following changes:
1.Incorporate the applicable requirements of 40 CFR 63 Subpart DDDD – “National Emission Standards for Hazardous Air Pollutants: Plywood and Composite Wood Products”;
2.Revise the emitted pollutants and the emission rates, using the latest approved calculation methods, of the Regenerative Catalytic/Thermal Oxidizer No. 1 and No. 2, GRP0002, the RCOs/RTOs emissions CAP; Top Sander, Bottom Sander, Hammer mill, and Paper-Clippings baghouses; and Thermal Oil Heating Units for the Large Laminate Press;
3.Incorporate the applicable requirements of 40 CFR 60 – Subpart Dc – Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units for the natural gas fired Thermal Oil Heating Unit (EQT015) and Package Boiler (EQT029);
4.Permit the 750 KW and 250 KW Diesel Fired Backup Generators currently included as insignificant activities;
5.Decrease the visible emissions monitoring and recordkeeping frequency requirements from daily to semiannually for fifteen (15) baghouses, EQT007 – EQT013, EQT016, EQT024 – EQT028, EQT035, and EQT036. However, the frequency change from daily to weekly is authorized only;
6.Remove the established minimum temperature of 804oF required by CAM for the Regenerative Catalytic/Thermal Oxidizers No.1 and No. 2, and include instead general language referring to the temperature established in the most recent CAM plan. However, the temperature is replaced with 883 oF, the established value from the most recent approved test;
7.Remove the reporting requirement for resins used by the facility;
8.Remove the Thermal Oil Heating Unit, and Small Laminate Press, Emission Points 071 and 073, and associated Caps, TOH CAP and PRESS CAP, GRP004 and GRP005;
9.Include the Process Gate vent, Emission Point 049, through which the emissions from the Green Core Dryer, Dry Core Dryers/Face Dryers; Steaming Vessel; Refiners; and Press and Board Coolers, Emission Point 077 through 081 are vented when the RCOs/RTOs are maintained and/or serviced;
10.Permit all single emission sources at the potential to emit of 8760 hours, except the Process Gate and the Emergency Generators, Emission Points 082, 083, and 049;
11.Designate the Dry Core Dryers/Face Dryer, Emission Point 078, as a green core dryer for compliance with more stringent 40 CFR 63 Subpart DDD requirements; and
12.Include all permit actions issued after November 2, 2009 into this permit.

Toxic compounds include the following compound whose change is above the Minimum Emission rate (MER) listed in LAC 33:III.Chapter 51. Table 51.1: Formaldehyde. A technical review of the working draft of the proposed permit was submitted to the facility representative and the LDEQ Surveillance Division. Any remarks received during the technical review will be addressed in the “Worksheet for Technical Review of Working Draft of Proposed Permit”. All remarks received by LDEQ are included in the record that is available for public review. Written comments, written requests for a public hearing or written requests for notification of the final decision regarding this permit action may be submitted to LDEQ, Public Participation Group, P.O. Box 4313, Baton Rouge, LA 70821-4313. Written comments and/or written requests must be received by 12:30 p.m., Monday, April 4, 2011. Written comments will be considered prior to a final permit decision. Information forwarded by email should follow the statewide email policies.
