“All of the protections and safeguards that people complained about in other bills were put in place in this bill,” Rep. Rick Gallot, D-Grambling, said. “It was so disheartening.”

Monday began the second week of the special session called by Gov. Kathleen Blanco to deal with issues spawned by hurricanes Katrina and Rita. One of those issues dealt with trying to find a way to allow displaced voters from New Orleans the opportunity to vote in the city’s mayoral election in April.
