The Lincoln Parish Police Jury met in regular session on Tuesday, January 11, 2011, at 7:00 p.m., at its regular meeting place in the Courthouse, Ruston, Louisiana. Present were: Theresa Moore Wyatt, District One; Hazel D. Hunter, District Two; Bobby Bennett, District Three; Mike Franklin, District Four; David Hammons, District Five; Roy Glover, District Six; Jody Backus, District Seven; R. G. “Skip” Russell, District Eight; and Joe Henderson, District Nine; Annie Brown, District Ten; Sharyon Mayfield, District Eleven; and R. D. “Mickey” Mays, District Twelve.
ABSENT: None
Theresa Wyatt called the meeting to order and Sharyon Mayfield delivered the Invocation. Annie Brown offered a motion, seconded by Sharyon Mayfield, to approve the agenda. The motion carried with the following votes:
YEAS: Wyatt, Hunter, Bennett, Franklin, Hammons, Glover, Backus, Russell, Henderson, Brown, Mayfield and Mays
NAYS: None
ABSENT: None
Sharyon Mayfield offered a motion, seconded by Hazel Hunter, to approve the minutes of the December 14, 2010 meeting. The motion carried with the following votes:
YEAS: Wyatt, Hunter, Bennett, Franklin, Hammons, Glover, Backus, Russell, Henderson, Brown, Mayfield and Mays
NAYS: None
ABSENT: None
Theresa Wyatt turned the meeting over to Jeff Robinson, Assistant District Attorney, for the election of officers. Mr. Robinson called for nominations for President. Roy Glover nominated Theresa Wyatt for the office of President and made a motion, seconded by Bobby Bennett, that nominations cease. The motion carried with the following votes:

NAYS: None
ABSENT: None
Mr. Robinson turned the meeting back over to Theresa Wyatt, duly elected President, who asked for nominations for Vice President. David Hammons offered a motion, seconded by Bobby Bennett, to nominate Skip Russell for the office of Vice-President. Annie Brown offered a motion, seconded by Hazel Hunter to cease nominations. The motions carried with the following votes:

Mrs. Wyatt asked for nominations for Parish Administrator. David Hammons offered a motion, seconded by Roy Glover, to nominate Courtney Hall as Parish Administrator for the term of one (1) year. The motion carried with the following votes:
YEAS: Wyatt, Hunter, Bennett, Franklin, Hammons, Glover, Backus, Russell, Henderson, Brown, Mayfield and Mays

Mrs. Wyatt gave a brief overview of accomplishments for the 2010 year. Annie Brown offered a motion, seconded by Sharyon Mayfield, to appoint Mr. Herbert Lyons to the Lincoln Parish Fire Protection District.

Lincoln Parish Tax Assessor Pam Jones was present to introduce Melissa Bowman and Jackson Matthews with the Lincoln Parish G.I.S. Offices. Melissa Bowman stated that the GIS Office issued 228 building permits in the year 2010. She also stated that the GIS Office has been working with the Homeland Security Office on Critical Infrastructure and archival projects. Jackson Matthews gave a brief overview on several maps he is currently working on for both Lincoln Parish and the City of Ruston. Next on the Agenda was Reapportionment Planning. Administrator Courtney Hall outlined the compressed timeline that would be required to complete the reapportionment process in time for Police Jury qualifying in the fall and recommended pursuing an agreement with Gary Joiner of Precision Cartographics for reapportionment planning. Hazel Hunter offered a motion, seconded by Roy Glover, to approve pursuing an agreement with Gary Joiner of Precision Cartographics for reapportionment planning. The motion carried with the following votes:

David Hammons stated that the Solid Waste Committee met at 5:30 pm this day and the Committee recommends: Authorizing Administration to contract with woodwaste processors based on availability and cost. Annie Brown offered a motion, seconded by Sharyon Mayfield to approve the minutes of the Solid Waste Committee. The motion carried with the following votes:

Roy Glover stated that the Public Property and Buildings Committee met at 6:00 pm this day and the Committee Recommends: Having the President appoint a Security Study Committee to gather information and report back to the Jury. Advertising for sale the surplus property at the Police Jury Complex at the appraised value with the stipulation that the successful purchaser must demolish the building within 6 months of acquisition. David Hammons offered a motion, seconded by Sharyon Mayfield, to approve the minutes of the Public Property and Buildings Committee. The motion carried with the following votes:

Skip Russell stated that the Public Works Committee met at 6:30 p.m. this day and the Committee recommends: Taking the 2011-2012-2013 Capital Improvement Program under consideration for adoption at the next Police Jury meeting. Approving the application for the Fellowship Water System in the amount of $43,000.00 to extend existing 3” water main ? mile to service 12 new meters and install a new fire hydrant Approving the application for Mt. Olive Water System in the amount of $8,600.00 to replace obsolete and deteriorating gas chlorination equipment and enclosures Approving the application for Water Works District 2 in the amount of $26,603.00 to replace a four inch line and install a flushing device. Skip Russell offered a motion, seconded by Annie Brown, to approve the minutes of the Public Works Committee. The motion carried with the following votes:

Skip Russell offered a motion, seconded by Annie Brown, to adopt a resolution approving the application for the Fellowship Water System in the amount of $43,000.00 to extend existing 3” water main ? mile to service 12 new meters and install a new fire hydrant under the Community Water Enrichment Fund.
RESOLUTION 2011-03
NOW, THEREFORE, BE IT RESOLVED by the Police Jury of Lincoln Parish, Louisiana, convened in regular session this 11th day of January, 2011, that it does hereby and herewith authorize President Theresa Wyatt to submit a $43,000.00 Local Government Assistance Program grant application to the State of Louisiana to extend existing 3 inch water main to service 12 new meters and install fire hydrant by the Fellowship Water System, and the Lincoln Parish Police Jury does hereby and herewith strongly support said application.
And this resolution was declared adopted on this, the 11th day of January, 2011.

Olive Water District, and the Lincoln Parish Police Jury does hereby and herewith strongly support said application.
