Bond attorney Grant Schlueter, with the law firm of Foley and Judell in New Orleans, opened the bids. Legg Mason's bid of 3.89 percent was the lowest.
In June 2004, the first $18 million of the $33 million program approved by Lincoln Parish voters, was awarded. The low bid for the first phase was 4.62 percent.
