Law enforcement, logically, must do everything in their power to prevent crimes through patrols and solve them when they occur. The problem comes in when information is not forthcoming from witnesses, community members and residents at large. Without that information to go on, law enforcement officials are hobbled in their efforts to track criminals, highlighting the need for everyday people whose eyes are open to start talking.
