THE LINCOLN Parish Police Jury

THE LINCOLN Parish Police Jury met in regular session on Tuesday, January 8, 2013, at 7:00 p.m., at its regular meeting place in the Courthouse, Ruston, Louisiana. Present were: Theresa Wyatt, District One; Hazel D. Hunter, District Two; Bobby Bennett, District Three; Randy Roberson, District Four; David Hammons, District Five; Walter Pullen, District Six; Jody Backus; District Seven; Skip Russell, District Eight; Joe Henderson, District Nine; Nancy Wilson, District Ten; Sharyon Mayfield, District Eleven and Ronny Walker, District Twelve.
Absent: None
Mrs. Theresa Wyatt called the meeting to order and delivered the invocation.
David Hammons offered a motion, seconded by Randy Roberson, to approve the Agenda. The motion carried with the following votes:
Yeas: Wyatt, Hunter, Bennett, Roberson, Hammons, Pullen, Backus, Russell, Henderson, Wilson, Mayfield, Walker
Nays: None
Absent: None
David Hammons offered a motion, seconded by Hazel Hunter, to approve the minutes of the December 11, 2012 meeting. The motion carried with the following votes:
Yeas: Wyatt, Hunter, Bennett, Roberson, Hammons, Pullen, Backus, Russell, Henderson, Wilson, Mayfield, Walker
Nays: None
Absent: None
Honorable Robert W. Levy, District Attorney and Parish Legal Counsel, was asked to preside as acting Chairman for the purpose of electing officers for the year 2013. There being no objections, Mr. Levy, acting as Chairman, stated that the first order of business was the election for the office of President and that nominations were in order. Hazel Hunter nominated Joe Henderson for the office of President. Bobby Bennett nominated Skip Russell for the office of President. There were no further nominations.
Mr. Levy called for votes on the Office of President, by a show of hands. The results were as follows:
Nominee: Mr. Joe Henderson
FOR: Wyatt, Hunter, Henderson, Wilson and Mayfield
Nominee: Mr. Skip Russell
FOR: Bennett, Roberson, Hammons, Pullen, Backus, Russell, and Walker
Joe Henderson received five (5) votes. Skip Russell received seven (7) votes.
Acting Chairman Levy declared Skip Russell the duly elected President of the Lincoln Parish Police Jury for the year 2013. Acting Chairman Levy then stated that nominations for the office of Vice-President were in order. Joe Henderson nominated Hazel Hunter for the office of Vice-President. Walter Pullen nominated David Hammons for the office of Vice-President. There were no further nominations.
Mr. Levy called for votes on the Office of Vice-President, by a show of hands. The results were as follows:
Nominee: Hazel Hunter
FOR: Wyatt, Hunter, Russell, Henderson, Wilson and Mayfield
Nominee: David Hammons
FOR: Bennett, Roberson, Hammons, Pullen, Backus, and Walker
Hazel Hunter received six (6) votes. David Hammons received six (6) votes.
Acting Chairman Levy once again called for nominations for the office of Vice-President. Joe Henderson nominated Hazel Hunter. Walter pullen nominated David Hammons. There were no further nominations.
Mr. Levy called for votes on the Office of Vice-President, by a show of hands. The results were as follows:
Nominee: Hazel Hunter
FOR: Wyatt, Hunter, Russell, Henderson, Wilson, Mayfield, and Walker
Nominee: David Hammons
FOR: Bennett, Roberson, Hammons, Pullen, and Backus
Hazel Hunter received seven (7) votes. David Hammons received five (5) votes.
Acting Chairman Levy declared Hazel Hunter the duly elected Vice-President of the Lincoln Parish Police Jury for the year 2013. Mr. Levy called for nominations for Parish Administrator. Ronny Walker nominated Courtney Hall for the office of Parish Administrator along with a motion to extend the term to two or three years to coincide with Juror terms. Following various questions and additional comments in connection with the matter, Skip Russell made an amendment to the motion that the term of Parish Administrator be for the duration of the current Jurors. Joe Henderson seconded the amendment. Acting Chairman Levy called for a vote on the amended motion by a show of hands. The motion passed with the following results:
Yeas: Wyatt, Hunter, Hammons, Pullen, Backus, Russell, Henderson, Wilson, and Walker
Nays: Bennett, Roberson and Mayfield
Absent: None
Sharyon Mayfield offered a motion, seconded by Jody Backus to appoint F. J. Armond to the Greater Ward One Waterworks District.

Ronny Walker offered a motion, seconded by Jody Backus, to support a Community Water Enrichment Fund Application for the Waterworks District No. 1 for a booster station upgrade in the amount of $35,000.00.
Resolution 2013-07
NOW, THEREFORE, BE IT RESOLVED by the Police Jury of Lincoln Parish, Louisiana, convened in regular session this 8th day of January 2013, that it does hereby and herewith authorize the President to submit a $35,000.00 Community Water Enrichment Fund grant application to the State of Louisiana for Booster Station upgrades for the Waterworks District No. 1 System.

NOW, THEREFORE, BE IT RESOLVED by the Police Jury of Lincoln Parish, Louisiana, convened in regular session this 8th day of January 2013, that it does hereby and herewith authorize the President to submit a $38,000.00 Community Water Enrichment Fund grant application to the State of Louisiana for Ground Storage Tank Rehabilitation and Chlorination Shed Upgrades for the Waterworks District No. 3 System.

Resolution 2013-09
NOW, THEREFORE, BE IT RESOLVED by the Police Jury of Lincoln Parish, Louisiana, convened in regular session this 8th day of January 2013, that it does hereby and herewith authorize the President to submit a $25,000.00 Community Water Enrichment Fund grant application to the State of Louisiana for replacement of approximately 3,000 feet of waterlines for the Waterworks District No. 2 System.

Under other business the Jurors were reminded that the Police Jury Association of Louisiana Convention would be held February 20-22, 2013 in Lake Charles, Louisiana. Joe Henderson offered a motion, seconded by Sharyon Mayfield, to authorize travel to the Convention according to previously established travel reimbursement policies. There being no public comment on the matter the motion was voted upon and carried with the following votes:
