Edna Medford to discuss Emancipation Proclamation

The executive order that gave the American Civil War a new moral purpose by outlawing slavery in the Confederate States will be the topic when noted Lincoln scholar Edna Greene Medford speaks at 6:30 p.m. Feb. 21 at the Lincoln Parish Library.

The event, organized by the Department of History at Louisiana Tech University, is free and open to the public. February is Black History Month and marks the 150th anniversary of Abraham Lincoln’s Emancipation Proclamation.
