LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY (LDEQ) REGENCY FIEILD SERVICES LLC
DUBACH FACILITY PROPOSED PART 70 AIR OPERATING PERMIT MODIFICATION
The LDEQ, Office of Environmental Services, is accepting written comments on a proposed part 70 air operating permit modification for Regency Field Services LLC, 401 Edwards Street, Suite 1305, Shreveport, LA 71101 for the Dubach Facility. The facility is located at 201 Oak St., Dubach Louisiana 71235, Lincoln Parish. Natural gas is received at the Dubach Cryogenic Plant via underground pipeline. Moisture is removed from the gas by a glycol dehydrator unit. The dried gas is then compressed through the Cryogenic Process to extract the Natural Gas Liquids (NGL)). Natural gas condensate is sold and transported by truck. The residual natural gas and NGL are transported offsite by pipeline. This permit was processed as an expedited permit in accordance with LAC 33:I.Chapter 18. In this permit modification, Regency Gas Services, LLC requested to:
- delete the flash gas compressor (Source ID 74, EQT017);
- delete one 1775 hp Caterpillar 3606 Compressor Engine (Source ID 85, EQT029);
- add two 2370 hp Caterpillar G3608 compressor engines equipped with oxidation catalysts (Source ID 92 and 93; EQT035 and 036);
- add two 1775 hp Caterpillar G3606 compressor engines equipped with oxidation catalysts (Source ID 94 and 95; EQT037 and 038);
- add one glycol dehydrator system equipped with BTEX unit (Source ID 96A & B; EQT039 and 040);
- add one 5.55 MM BTU/hr regen gas heater (Source ID 97; EQT041);
- add one 3.36 MM BTU/hr heat medium oil heater (Source ID 98; EQT042);
- add a cryogenic plant and a J-T Unit with associated fugitive emissions; and
- reconciliate formaldehyde emissions form existing engines to reflect the manufacturer specifications.

A technical review of the working draft of the proposed permit was submitted to the facility representative and the LDEQ Surveillance Division. Any remarks received during the technical review will be addressed in the “Worksheet for Technical Review of Working Draft of Proposed Permit”. All remarks received by LDEQ are included in the record that is available for public review. Comments and requests for a public hearing or notification of the final decision can be submitted via personal delivery, U.S. mail, email, or fax. Comments and requests for public hearings must be received by 4:30 pm CST, Tuesday, January 8, 2013. Delivery may be made to the drop-box at 602 N. 5th St., Baton Rouge, LA 70802. The application, proposed permit and statement of basis are available for review at the LDEQ, Public Records Center, Room 127, 602 North 5th Street, Baton Rouge, LA. Viewing hours are from 8:00 a.m. to 4:30 p.m., Monday through Friday (except holidays). The available information can also be accessed electronically on the Electronic Document Management System (EDMS) on the DEQ public website at www.deq.louisiana.gov.
