THE VILLAGE OF SIMSBORO MONTHLY TOWN HALL MEETING MINUTES MONDAY, SEPTEMBER 6, 2012
The Village of Simsboro met in regular session Thursday, September 6, 2012 at 6:00 P. M. Council members present were Alderman Pam Durrett , Alderman Doug Durrett and Alderman Tiffany Cole. Mayor Hendricks called the meeting to order. Alderman Pam Durrett voiced the prayer. Mayor Hendricks led in the Pledge of Allegiance.
AGENDA APPROVED: A motion was made by Alderman Pam Durrett to approve the agenda as printed, seconded by Alderman Doug Durrett. Motion passed.
APPROVAL OF PRINTED MINUTES: A motion to accept the minutes as printed was made by Alderman Tiffany Cole, seconded by Alderman Pam Durrett. Motion passed.
DISCUSSION OF MUNICIPAL BILLS: Aldermen were provided a report of all checks written to review. Mayor Hendricks asked if there were any questions. There were no questions.
PUBLIC COMMENT: NONE
RESOLUTION 13-12 SUPPORT L.G.A.P. GRANT EXPENDITURES: Mayor Hendricks explained the resolution to use those monies to continue our water meter project. The aldermen were asked for a motion to adopt Resolution 13-12. Motion was made by Alderman Pam Durrett, seconded by Alderman Tiffany Cole. Motion passed.
INTRODUCE ORDINANCE 03-12 AMEND 2012-2013 FISCAL YEAR BUDGET-ORDINANCE 02-12:
A need to make an addition to change the expected appropriations for the remodeling of the Old Fire Station into a new Town Hall and an additional appropriation for the water fund.
SEWER RATE DISCUSSION: Simsboro has a flat $18.00 sewer rate fee for residential and commercial users. Research shows that users who are low consumers of water pay the same sewer rate as the high consumer. Therefore a structure of water customers will be recommended to make the average rate to be fair to all users. A lower base rate for residential plus gallon usage of water will accommodate the low and high usage customers. The sewer system costs have risen over the last few years; therefore this adjustment is needed to obtain a sustainable percentage for self-support.
INTRODUCE ORDINANCE 04-12 SEWER RATE ON WATER CONSUMPTION:AN ORDINANCE TO AMEND SEWER RATE ORDINANCE DATED OCTOBER 2006: To amend current rates from $18.00 per residential and commercial rates to amended rates of $11.00 plus .00325 per gallon usage residential and $12.50 + .0035 per gallon usage commercial plus gallons of usage. Institutional rates $153.00 + .0035 per gallon usage.
MAYORS REPORT:
WATER/SEWER REPORT: Shelby Kelley stated that all services are running smoothly. Water meters have come in to begin the Water Meter Project for replacing all older water meters in the Village of Simsboro. Water samples are done by the water operator and the first sample tested bad therefore he had to retest the next day. That sample was good. Therefore there must be an ad run in the newspaper letting the public know what has happened. His report included that the Village of Simsboro has 10 Lift Stations which is a larger number than any other municipality of our size, which uses more electricity and more wear and tear on the equipment. Walter Carpenter reported that the Sludge removal from the Treated Waste Water Treatment plant is waiting on a document from our attorney, then the project will be done and completed.
PLANNING & ZONING REPORT: No permits were issued during the month of August.
Motion was made by Alderman Pam Durrett, seconded by Alderman Doug Durrett to adjourn Town Hall Meeting. Motion passed.
