SUBJECT: Committee Report
The Public Property and Buildings Committee of the Lincoln Parish Police Jury met in the Police Jury Meeting Room, Third Floor, Lincoln Parish Courthouse, August 13, 2012, at 5:00 p.m. Present were: Hazel Hunter, Chair; Theresa Wyatt, Bobby Bennett, David Hammons, Skip Russell, and Nancy Wilson.
ABSENT: None
Hazel Hunter called the meeting to order and delivered the invocation.
David Hammons offered a motion, seconded by Bobby Bennett, to approve the Agenda. There being no public comment, the motion was voted upon and carried with the following votes:
YEAS: Wyatt, Hunter, Bennett, Hammons, Russell, and Wilson
NAYS: None
ABSENT: None
The only item on the Agenda was consideration of a Public Safety Complex Cooperative Endeavor Agreement. The Parish Administrator briefed Committee members on previous actions taken by the Police Jury concerning the Sheriff's request for use of the old Highway Department property on Road Camp Road as a Public Safety Complex. Sheriff Mike Stone then addressed the Committee. He indicated that the Public Safety Complex would also serve as the new primary Emergency Operations Center for Lincoln Parish and would be constructed with no local funding consideration. Sheriff Stone requested that the Committee consider entering into a Cooperative Endeavor Agreement to grant the Sheriff use of the Road Camp Road property for a period of fifty years, with ownership of the building reverting to the Police Jury upon expiration of the agreement. Sheriff Stone stated that according to the agreement, all expenses associated with the Public Safety Complex would be paid by the Sheriff and that this agreement would be binding on future Sheriff's. Following a general discussion and an expression of views on the matter by various members of the Committee, David Hammons made a motion, seconded by Bobby Bennett, to enter into a Cooperative Endeavor Agreement with the Sheriff to lease the Road Camp Road property per the terms and conditions of the Agreement presented, and furthermore, to authorize the Police Jury President to execute the Agreement. Following further discussion, Theresa Wyatt offered a substitute motion, to enter into a Cooperative Endeavor Agreement with the Sheriff to donate the Road Camp Road property per the terms and conditions of the Agreement presented, and to furthermore authorize the Police Jury President to execute the Agreement. There being no public comment a roll call vote on the substitute motion failed with the following votes:
YEAS: Wyatt, Hunter, and Wilson
NAYS: Bennett, Hammons, and Russell
ABSENT: None
A roll call vote on the original motion to lease the property failed with the following votes:
YEAS: Bennett, Hammons, and Russell
NAYS: Wyatt, Hunter, and Wilson
ABSENT: None
There being no other business to come before the Committee, the meeting was adjourned.
