MINUTES. CITY OF GRAMBLING, GRAMBLING, LOUISIANA.
Special-Called Meeting
August 20, 2012
Mayor Edward R. Jones opened the Special Called session of the Grambling City Council at 5:30 p.m. at Grambling City Hall. Mr. Joseph Arrington offered the invocation and led the council and congregation into the Pledge of Allegiance. Present were the following Council members: Birdex Copeland, Jr., Yanise Days, Cathy Holmes, Cullen Jackson and Roy Jackson. Absent: None. It was moved by Council member Roy Jackson and seconded by Council member Cullen Jackson to adopt the Agenda:

The motion was carried to adopt the Agenda.

Public Comment:
To Comply with ACT No. 850 H.B. No. 1307 the Mayor allowed time for the Public to make comments concerning any items presented on the Agenda.
Discussion- Concerning the Introduction of an Ordinance to Increase Water Rates:
There is a violation of the Bond Commitment Agreement that was agreed upon during the signing of the agreement.
Water Department should be self-sufficient.
The City presently has two outstanding bonds payments in the amount of 150,000 annually.
The city hasn't raised the water rates over the years to keep up with the rising costs of providing water and sewerage to the city.
An application to the Bond Commission will only be approved or considered if the water rates are increased.
Mayor Jones stated that bonds were from 1993 & 1995 and were taken out to enhance water and sewer in the city.
2) It was moved by Councilmember Roy Jackson and seconded by Council member Cathy Holmes to introduce the following:
An ordinance annexing into the corporate limits of the city of Grambling, Louisiana, the following described property, to wit:
Parcel Owner: Elliot and Monica Jones
Ordinance #08202012
Lot 6 of Southwood Terrace Subdivision, , Unit 1, as per plat map at COB 659-19., From Fluid Disposal Specialties (1169-620), (From Albritton Dev., LLC) (1304-056); Tax Assessment Number 30728, Parcel Number 31183336006, located in Township 8N Range 03W Section 31 with a physical address of 7455 Hwy 80.
A Public Hearing will be held on the Ordinance, and the Ordinance will be considered for adoption at the Regular Meeting of the Mayor and the Council to be held at 6:00 p.m. or immediately following the Public Hearing., on September 6, 2012, Council Chambers/ Courtroom, City Hall, 127 King Street, Grambling, Louisiana. The Public Hearing will be at 5:30 p.m. It was moved by Council member Yanise Days and seconded by Council member Cullen Jackson to adjourn this meeting at 6:20 p.m.
