MINUTES. CITY OF GRAMBLING, GRAMBLING, LOUISIANA.
August 9, 2012
Mayor Edward R. Jones opened the regular session of the Grambling City Council at 6:00 p.m. at Grambling City Hall. Mr. William Arrington offered the invocation and led the council and congregation into the Pledge of Allegiance. Present were the following Council members: Birdex Copeland, Jr., Yanise Days, Cathy Holmes, Cullen Jackson and Roy Jackson. It was moved by Council member Yanise Days and seconded by Council member Cathy Holmes to adopt the Minutes dated July 12, 2012.

The motion was carried to adopt the minutes of the Meetings dated July 12, 2012. It was moved by Council member Yanise Days and seconded by Council member Cathy Holmes to adopt the agenda as presented.
Part II. Comments, Information, and Presentation
To Comply with ACT No. 850 H.B. No. 1307 the Mayor allowed time for the Public to make comments concerning any presented on the Agenda items. No Comment.
The Mayor reported that the two Precision Drive System Golf Carts from Fairway Carts, Inc. and the Grapple Truck from Premier Truck Sales & Rental, Inc. have been delivered.
AKA Sorority, Inc.
It was moved by Council member Birdex Copeland, Jr. and seconded by Council member Roy Jackson to accept the recommendation of the Planning & Zoning Committee to not allow a variance to the AKA Sorority, Inc. which would change a house owned by the late Dr. Corina Carpenter to an AKA Sorority Meeting House.
Chief Tommy Clark, Jr. stated that Ms. Christy Lunsford didn't accept the position of a part-time Communication Operator in the Police Department.
Fire Chief David Wells reported the following certifications:
Patrick Conley certified as an Instructor II
LaBradford Scroggins certified as a Hazmat Operator
Quatiara Goins Certified at the Hazmat Awareness and Hazmat Operator level
LaBradford Scroggins and Quatiara Goins are currently enrolled in the online LSU Firefighter training program.
After successful completion and a passing exam scores for Firefighter I the Grambling Fire Department will have all employees state certified for a first time in its history.
Mr. Carl Johnson wasn't present. The Public Works Supervisor, Mr. Vivian Moffett, stated that Water Wells 5 & 6 are in complete operation.
Mr. Dean Dick, Engineering
Mr. Dean Dick, Engineer, gave the following status report:
Project # Project Description/Project Status
2221 Well #7 - EPA Appropriation Funding awarded for $291,000 was determined to require a 45% match by the applicant unless a waiver was awarded based on financial burden to the users. No word on the request for a waiver has been received as of this date.
2409 Well #4 - Holdup of the Engineering Agreement for Additional Services for Utility Relocation funding was cleared on 7/18/12. Entergy agreed to remove and relocate the existing house service installed over the well site in error, at no cost to the City. Advertisement authorization by the State engineer anticipated next week following submittal dated 8/10/12 of modifications requested. 2500 WWTP Aerator Lease/ Purchase installation - both aerators have been installed, resulting in rapid turnover of the plant, elevated dissolved oxygen levels recorded, excellent mixing and velocity observed. Continuation of current operation of both units is anticipated until effluent quality compliance is confirmed with this month's monitoring.
2530 FY2012 LCDBG rehabilitation of West College Street - awaiting completion of the Environmental Phase prior to the 9/20/12 scheduled deadline. A required Corp of Engineer letter is anticipated in 30 days. Topographic surveying of the roadway and profiles, to commence in two weeks, will precede drawing preparation and specification completion scheduled for 11/20/2012.
2563 Mansfield Estates - Preliminary plans submitted for review. Design/Build Construction firm's questions are being addressed.
2564 FY 2012-2013 LGAP Funding - authorization requested for Dean Dick Engineering, Inc. to prepare and submit the City of Grambling's application and prepare the required Resolution of support for adoption by the Council at the 9/06/2012 meeting. Application submittal date is 9/14/2012.

1. It was moved by Council member Birdex Copeland, Jr. and seconded by Council member Yanise Days to introduce the following:
ORDINANCE NO. 0809012-12 AN ORDINANCE OF THE CITY OF GRAMBLING TO ANNEX PROPERTY INTO THE CORPORATE LIMITS OF GRAMBLING
WHEREAS, The City of Grambling received a petition for annexation into the corporate limits of the City of Grambling;
WHEREAS, it has been confirmed with the Lincoln Parish Tax Assessor that the requisite number of property owners and registered voters signed the petition to annex the described property; WHEREAS, the property contains no residents or voters such that certification from the Lincoln Parish Registrar of Voters is not required by La. R.S. 32:172(A) (1) (b); WHEREAS, an ordinance has been proposed to be adopted by the Board of Aldermen of the City of Grambling;
WHEREAS, Notice of the filing of the petition to annex and this proposed ordinance must be published in the official journal and must provide the time and place where the Board of Alderman will consider the adoption and annexation; NOW THEREFORE, BE IT ORDAINED that the following ordinance be and it is hereby adopted by the Board of Aldermen of the City of Grambling:
Section 1: Pursuant to the Petition filed by the property owner and in accordance with Louisiana Revised Statute 33:172, et. seq., following property is hereby annexed into the City of Grambling: Commencing at an existing two inch iron pipe (painted white) on the West right-of-way line of Tarbutton Road which is 1106.16 feet South and 1332.88 feet West of the Northeast comer of Section 21, Township 18 North, Range 3 West, Lincoln Parish, Louisiana, thence run East for a distance of 31.00 feet to a cotton picker spindle in the centerline of Tarbuttton Road; thence run in a Southwesterly direction along said centerline along the arc of a curve to the left having a radius of 1138.08 feet and a chord bearing and distance of S08°-18'-27"W, 199.15 feet for an arc distance of 199.41 feet to a cotton picker spindle; thence, leaving said centerline, run S89°-48'- 18"W for a distance of 423.21 feet to a 112inch re-bar; thence run North for a distance of 198.50 feet to a 1/2 inch re-bar; thence run East for a distance of 420.98 feet back to the point- of-beginning; containing 1.9733 acres and being subject to all easements and rights-of-way of record or use; all as per map of survey by William T. Lowe, P.L.S., dated May 28, 2012
Section 2: Notice of the petition received and this ordinance was published in the Official Journal of the City of Grambling more than ten days prior to the adoption of this ordinance.
Section 3: This ordinance was introduced at the August 9, 2012 meeting. A public hearing shall be held on September 6, 2012 at 5:30 p.m., immediately preceding the September 6, 2012 Board of Alderman Meeting.
Section 4: Anyone desiring to be heard with reference to the proposed ordinance shall notify the City Clerk in writing at least 24 hours prior to the public meeting.
A Public Hearing will be held on the Ordinance, and the Ordinance will be considered for adoption at the Regular Meeting of the Mayor and the Council to be held at 6:00 p.m. or immediately following the Public Hearing., on September 6, 2012, Council Chambers/ Courtroom, City Hall, 127 King Street, Grambling, Louisiana. The Public Hearing will be at 5:30 p.m.
2. It was moved by Council member Cullen Jackson and seconded by Council member Roy Jackson the
approval of the following Board Members for the Taxing District Commission:
Mr. Ante Britten, Associate Vice President for Finance, Grambling State University
Mr. John Frazier, Member of Planning & Zoning Committee, City of Grambling
Mrs. Mary Gipson, Chairperson, Planning & Zoning Committee, City of Grambling
3. There will be a Special Call Meeting Monday, August 20, 2012, at 5:30 p.m. at Grambling City Hall/ Community Center, 127 King Street, Grambling, Louisiana, for the purpose of the following: To Consider the Introduction of an Ordinance to Increase Water Rates.
A Back-To-School Bash sponsored by Sigma Gamma Rho, Grambling Fire Department and the City of Grambling will be held at the Grambling Community Center, Saturday, August 25, 2012, from 8:00 a.m. to 2:00 p.m. It was moved by Council member Yanise Days and seconded by Council member Cullen Jackson to adjourn this meeting at 6:55 p.m.
