THE LINCOLN Parish Police Jury met in regular session on Tuesday, July 10, 2012, at 7:00 p.m., at its regular meeting place in the Courthouse, Ruston, Louisiana. Present were: Theresa Wyatt, District One; Hazel D. Hunter, District Two; Bobby Bennett, District Three; Randy Roberson, District Four; David Hammons, District Five; Walter Pullen, District Six; Jody Backus; District Seven; Joe Henderson, District Nine; R. G. “Skip” Russell, District Eight; and Sharyon Mayfield, District Eleven.
Absent: Nancy Wilson, District Ten; and Ronny Walker, District Twelve
Theresa Wyatt called the meeting to order and Jody Backus delivered the Invocation. David Hammons offered a motion, seconded by Hazel Hunter, to approve the Agenda. There being no public comment on the matter the motion was voted upon and carried with the following votes:
Yeas: Wyatt, Hunter, Bennett, Roberson, Hammons, Pullen, Backus, Russell, Henderson, Mayfield
Nays: None
Absent: Wilson and Walker
Mr. Henderson noted a correction to the June Personnel Committee Meeting minutes. Randy Roberson offered a motion, seconded by Bobby Bennett, to approve the July minutes with the noted correction. There being no public comment on the matter the motion was voted upon and carried with the following votes:

Skip Russell offered a motion, seconded by Hazel Hunter, to appoint Dr. Augusta Clark to the Lincoln Parish Library Board of Control.

Tax Assessor Pam Jones was present to give a report on tax assessment and millages. Ms. Jones reported that 2012 is a reassessment year and most values have increased slightly, but this increase has been offset by declines in oil and gas values. Therefore, millages authorized by the Police Jury would need to stay the same in order to collect the same dollars as in 2011. No action was taken. Skip Russell offered a motion, seconded by Sharyon Mayfield, authorizing the President to enter into a Cooperative Endeavor Agreement with Mt. Olive Waterworks District to Transfer CDBG Water System Improvements.
RESOLUTION NO. 2012-21
Whereas, the Lincoln Parish Police Jury has received funding through the Office of Community Development, FY 2010 Louisiana Community Development Block Grant Program for the Purpose of Providing water system improvements (known as the Mt. Olive Water System Improvements); and Whereas, the Lincoln Parish Police Jury does hereby intend to transfer these improvements to the Mt. Olive Water District Following Final acceptance of the construction project only on the condition that the District shall agree to properly operate and maintain said improvements in accordance with the terms and conditions of its agreement with the State of Louisiana, Division of Administration, Office of Community Development. Therefore, Be It Resolved by the Lincoln Parish Police Jury, that President Theresa Wyatt is hereby authorized to execute a Cooperative Endeavor Agreement between the Lincoln Parish Police Jury and the Mt. Olive Water District to transfer the water system improvements (known as the Mt. Olive Water System improvement Project) to the Mt. Olive Water District.

Randy Roberson offered a motion, seconded by Hazel Hunter, authorizing the President to execute a Cooperative Endeavor Agreement with the Louisiana Department of Transportation for the donation of reclaimed asphalt.
RESOLUTION NO. 2012-22
NOW, THEREFORE, BE IT RESOLVED that the Lincoln Parish Police Jury convened in Regular Session this 10th day of July, 2012 does hereby authorize the Police Jury President, Theresa Wyatt, to sign the Cooperative Endeavor Agreement regarding the Donation of Reclaimed Asphalt Pavement with the Louisiana Department of Transportation and Development.

Randy Roberson made a motion, seconded by Skip Russell, to authorize the President to execute the contract for the FY 2011-2012 LGAP Award.
RESOLUTION 2012 - 23
NOW, THEREFORE, BE IT RESOLVED that the Lincoln Parish Police Jury convened in Regular Session this 10th day of July, 2012 does hereby authorize the President Theresa Wyatt to execute any and all documents relating to the Local Government Assistance Program.

Joe Henderson stated that the Personnel Benefits Committee met at 6:00 pm this day and that the Committee reviewed the Board and Commission Appointment Policies and Procedures Manual, pending appointments for the Fire District Commission, Northeast Delta Human Services Authority, Sparta Groundwater Conservation District, Keep Lincoln Parish Beautiful, and the Fire Training Center Commission and reviewed upcoming appointments for the Greater One Water Works District, Mt. Olive Waterworks District, Tremont Waterworks District, and the North Louisiana Exhibition Center. No actions were taken. Joe Henderson offered a motion, seconded by Sharyon Mayfield to approve the minutes of the Personnel Benefits Committee. There being no public comment on the matter the motion was voted upon and carried with the following votes:

Rick Holt stated that the Sparta Skeet Shoot held in June raised approximately $10,000.00 to be used for area Water Fest Programs. Kip Franklin informed the Jury that there would be a planning workshop held on Thursday, July 12, 2012, to discuss Emergency Evacuation Procedures. Courtney Hall stated that there would be a Detention Center Commission meeting held on July 26, 2012 at 10:00 am and a Sparta Commission meeting on July 19, 2012 to be held in Jonesboro. There being no other business to come before the Jury, the meeting was adjourned.
