New Orleans still struggles to recover

The temptation to start over was very real — for years experts had predicted a tragedy the magnitude of Katrina or even worse. But to tear everything down would have meant losing a part of Louisiana’s history, forever. The right decision was made — try to save what was salvageable and rebuild what was not.
