INVITATION TO BID
The Housing Authority of the Town of Grambling will receive bids for the for the Interior Renovations for the Housing Authority of the Town of Grambling, LA HUD Capital Fund Grants 2010 and Capital Fund Grants 2011 Project LA-48-P097-501-10 and Project LA-48-P097-501-11 until 2:00 PM on Wednesday, June 27, 2012 at the offices of the Grambling Housing Authority of City of Grambling, 300 B T Woodard Circle, Grambling, Louisiana, which time and place all bids will be publicly opened and read aloud. Bids will be considered only when the bidder certifies that he holds a current valid Louisiana contractor's license of proper Building Construction Classification and shows his license number on the Bid Form above his signature as required under R.S. 37:2151-2163. Contractors desiring to bid shall submit with their bid evidence that they hold license of proper classification and in full force and effect. All bid documents shall be included in a sealed envelope which shall be clearly marked with the words ABid Documents@, the Bidder=s name and the date and time for receipt of bids and Contractor=s State License Number. Failure to place all required information on the envelope will result in denial of bid. The following documents shall be included in the sealed bid package:
(1) Bid Form
(2) Bid Bond
(3) Completed Form HUD-5369-A, Representations, Certifications and Other Statements of Bidders
(4) Non-Collusive Affidavit
(5) Completed Form HUD-2530, Previous Participation Certificate
(6) Copy of Contractor=s License
The Owner may make such investigations as deemed necessary to determine the ability of the bidder to perform the work, and the bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such bidder fails to satisfy the Owner that such bidder is properly qualified to carry out the obligations of the Contract and to complete the work contemplated therein. Copies of the documents may be secured by depositing $100.00 with the Architect, Newman Marchive Carlisle, Inc., 2800 Youree Drive, Suite 310, Shreveport, Louisiana 71104 for each set of documents obtained. Deposit of the first two sets is fully refundable to all bonafide prime Bidders upon return of the complete set of documents, in good condition, no later than ten (10) days after receipt of bids. The deposit of all other sets of documents will be refunded 50% upon return of documents as stated above. General Contractors not submitting a bid on the project will be refunded 50% of the plan deposit upon return of bid documents within ten (10) days after receipt of bids. There will also be a $15.00 handling charge for all documents not picked up at the Architects office. Attention is called to the provisions for equal employment opportunity, and payment of not less than the minimum salaries and wages as set forth in the Specifications in accordance with the Davis-Bacon Act, must be paid on this project. All bids must be accompanied by bid security equal to five percent (5%) of the Base Bid and all additive alternates and must be in the form of a certified check, cashier's check or Bid Bond written by a company licensed to do business in Louisiana. The successful bidder will be required to furnish a Performance and a Payment Bond written by a company licensed to do business in Louisiana, each in an amount equal to 100% of the contract amount. No bids may be withdrawn for a period of thirty (30) days after the actual date bids are opened. The Owner reserves the right to reject any and all bids and to waive any informalities incidental thereto. Pre-Bid Conference: All prospective bidders and subcontractors are encouraged to attend the pre-bid conference to be held on Tuesday, June 19, 2012 at 10:00 a.m. at the Town of Grambling Housing Authority Offices. In accordance with the omnibus drug legislation enacted November 19, 1988, Drug-Free Workplace Act of 1988 (Pub. L 100-690, Title V. Subtitle D) Contractors and Grantees of Federal Agencies must certify that they will provide drug-free workplaces. This required certification is a precondition of receiving a contract with the Housing Authority.
