THE VILLAGE OF SIMSBORO MONTHLY TOWN HALL MEETING MINUTES SATURDAY, JANUARY 7, 2012
The Village of Simsboro met in regular session Saturday, January 7, 2012 at 9:00 A.M. Council members present were Alderman Pam Durrett, Alderman Tiffany Cole and Alderman Doug Durrett. Mayor Hendricks called the meeting to order. Alderman Pam Durrett voiced the prayer. Mayor Hendricks led in the Pledge of Allegiance. Mayor Hendricks presented the agenda to the aldermen and asked for a motion to accept as presented. Motion was made by Alderman Pam Durrett, seconded by Alderman Tiffany Cole. Motion passed. Peggy Stewart, Clerk, read the corrected minutes from October 3, 2011 regular Town Hall Meeting. Mayor Hendricks asked if there were any questions or corrections. There were none. A motion was made by Alderman Pam Durrett and seconded by Alderman Doug Durrett to accept the minutes as read. Motion passed. Peggy Stewart, Clerk, read the minutes of the December 6, 2011 regular Town Hall Meeting. Mayor Hendricks asked if there were any questions or corrections. There were none. A motion was made by Alderman Tiffany Cole, seconded by Alderman Pam Durrett to accept the minutes as read. Motion passed.
PUBLIC COMMENT: There were none
DISCUSSION OF MUNICIPAL BILLS: Aldermen were provided a report of all checks written to review. Mayor Hendricks asked if there were any questions. There were none.
ORDINANCE 04-11: Mayor Hendricks asked for a motion to close the Town Hall Meeting and open in Public Hearing Motion was made by Alderman Pam Durrett and seconded by Alderman Tiffany Cole. Motion passed.
ORDINANCE 04-11 TO AMEND ORDINANCE 05-09: Mayor Hendricks explained the reason for requesting approval for this ordinance which is for a Sewer Revenue Bond. Explanation is recorded on tape which is available on request. Mayor Hendricks asked for questions, all questions were answered. A motion was requested to close the Public Hearing and re-open in Regular Session. Motion was made by Alderman Doug Durrett and seconded by Alderman Pam Durrett. Motion passed.
RECOMMENDATION FOR APPROVAL OF ORDINANCE 04-11: Mayor Hendricks asked for a motion to approve Ordinance 04-11. Motion was made by Alderman Tiffany Cole and seconded by Alderman Doug Durrett. Roll call was taken: Alderman Doug Durrett, yea; Alderman Tiffany Cole, yea; Alderman Pam Durrett, yea. Let the records show that Ordinance 04-11 was approved.
RESOLUTION 03-12 MAYOR AUTHORIZATION-SEWER BOND: Mayor Hendricks asked for a motion to approve this resolution. Motion was made by Alderman Pam Durrett and seconded by Alderman Tiffany Cole. Roll call was taken: Alderman Pam Durrett, yea; Alderman Tiffany Cole, yea; Alderman Doug Durrett, yea. Let the record show that Resolution 03-12 was approved.
MAYOR'S REPORT: Mayor Hendricks stated he will wait on his report until next month. He stated since he is a board member of Southern University the Village of Simsboro has been offered free Broad Band Service. Questions were answered and discussion is recorded on tape which will be available by request
DISCUSSION-RENOVATION PROJECT: Mayor Hendricks reported the article in the Ruston Leader was corrected approximately two weeks ago. The amount of work completed was inspected and the report stated that from the analysis $23,341.35 which was paid has been done.
There were no findings that would support any charges being filed against the contractor. All steps taken are to protect the Village of Simsboro from further issues. Mayor Hendricks asked for question. All questions were answered. Complete discussion is recorded on tape which is available upon request.
RESOLUTION 01-12 WATER SYSTEM: Support of Water System Equipment replacement. Louisiana Water Fund Enrichment Grant Application to purchase water meters, valves, etc. which will replace old meters for approximately 200 households in the Village. Motion was made by Alderman Pam Durrett and seconded by Alderman Tiffany Cole to adopt Resolution 01-12. Motion passed.
RESOLUTION 04-12 MUNICIPAL CLERK: To reaffirm Mary Beth McCullen as Official Municipal Clerk for the Village of Simsboro. Motion was made by Alderman Tiffany Cole and seconded by Alderman Pam Durrett. Motion passed.
RESOLUTION 05-12 TOWN CLERK: To reaffirm Peggy Stewart as Town Clerk for the Village of Simsboro. Motion was made by Alderman Pam Durrett and seconded by Alderman Tiffany Cole. Motion passed.
RESOLUTION 06-12 OFFICIAL CERTIFIED PUBLIC ACCOUNTANT: To reaffirm Douglas Brewer as Official Certified Public Accountant for the Village of Simsboro. Motion was made by Alderman Pam Durrett and seconded by Alderman Doug Durrett. Motion passed
RESOLUTION 07-12 OFFICIAL JOURNAL: To reaffirm the Ruston Daily Leader as the Official Journal for the Village of Simsboro. Motion was made by Alderman Pam Durrett and seconded by Alderman Doug Durrett. Motion passed
FINANCIAL REPORT: Mayor Hendricks stated that Doug Brewer could not attend the Saturday meeting, but that he would have the financial statements for the Village by next week.
WATER/SEWER REPORT: Shelby Kelley was absent. Mayor Hendricks stated that the water line damage done by the employee of Baker-Hughes was discussed with the manager of this operation and he stated that the repair bill will be paid by Baker-Hughes and the gentleman who did the digging will be talked to. There were no other incidences.
PLANNING & ZONING REPORT: Permit # 1067-Melba Jones was approved to replace an old mobile home with a new double-wide at the same site.
Motion was made by Alderman Pam Durrett, seconded by Alderman Doug Durrett to adjourn Town Hall Meeting. Motion passed.
