In its report, the SEF proposed several means to produce more high school and college graduates and decrease the dropout rate. Among them were the following:

•Expand high-quality pre-k programs to help ensure that long-term gains can be sustained over a generation.
The report states only 20 percent of 4-year-olds in Louisiana are served by a pre-k program. Romig said previous SEF reports compiled for Maryland, South Carolina and Arkansas have resulted in improved pre-k programs.
