THE VILLAGE OF SIMSBORO MONTHLY TOWN HALL MEETING MINUTES MONDAY, JUNE 6, 2011
The Village of Simsboro met in regular session Monday, June 6, 2011 at 6:00 P.M. Council members present were Alderman Pam Durrett, and Alderman Tiffany Cole. Alderman Doug Durrett was absent. Mayor Hendricks called the meeting to order. Alderman Pam Durrett voiced a prayer and Mayor Hendricks led in the pledge of allegiance. The agenda was presented to the Aldermen. Mayor Hendricks asked if there were any corrections to be made. There were none. A motion was made by Alderman Pam Durrett to accept the agenda as printed, seconded by Alderman Tiffany Cole. Motion carried. Clerk Peggy Stewart read the minutes of the May 2, 2011 meeting. Mayor Hendricks asked if there were any questions or corrections. Mayor Hendricks asked Attorney, Patrick Jefferson, to give a report on the process of the annexation to provide details of the May 2, 2011 meeting. Mayor Hendricks then asked for a motion to approve the minutes. A motion was made by Alderman Tiffany Cole to accept the minutes as read, seconded by Alderman Pam Durrett. Motion carried. Mayor Hendricks asked for questions or comments with reference to the approval of the municipal bills as presented. There were none. A motion was made by Alderman Pam Durrett, seconded by Alderman Tiffany Cole. Motion carried. Next item on the agenda is a Public Hearing for Ordinance 02-11 2011-2012 Budget. Mayor Hendricks asked for a motion to close Town Hall Meeting and enter into a Public Hearing. A motion was made by Alderman Tiffany Cole, seconded by Alderman Pam Durrett. Motion passed. Public Hearing for 2011-2012 Budget: Mayor Hendricks explained changes in the 2010-2011 Budget to the 2011-2012 Budget. He asked for comments or questions. All comments and questions were answered. Mayor Hendricks asked for a motion to close the public hearing. Motion was made by Alderman Tiffany Cole, seconded by Alderman Pam Durrett. Motion passed. Ordinance 02-11 2011-2012 Budget: Mayor Hendricks asked for a motion to approve the budget. Motion was made by Alderman Pam Durrett, seconded by Alderman Tiffany Cole. A roll call was taken as follows: Alderman Pam Durrett, yea; Alderman Tiffany Cole, yea; Alderman Doug Durrett, absent. Ordinance 02-11 was approved and adopted. Mayor Hendricks introduced Ordinance 03-11 concerning CenterPoint Energy's request to continue service in the Village of Simsboro. This Ordinance will be presented at the July 11, 2011 Town Hall Meeting. Resolution 14-11 Lighting of Fireworks was introduced by Mayor Hendricks. This resolution allows citizens to light fireworks July2-4, 2011 from 12:00 noon until 11:00 PM. Mayor Hendricks asked for comments or questions. A stipulation was noted if a burn ban has been called during this time, no fireworks will be allowed. A motion made by Alderman Tiffany Cole, seconded by Alderman Pam Durrett to approve Resolution 14-11. This motion carried. Next item on the agenda was Resolution 15-11 to adopt the Official Annual Auditor for the Village of Simsboro. Mayor Hendricks asked for a motion to be made to approve Cameron, Hines & Hartt as the Official Auditor for the Village of Simsboro. Motion was made by Alderman Pam Durrett, seconded by Alderman Tiffany Cole. Resolution 15-11 was approved and adopted. Next item on the agenda was the FINANCIAL REPORT. Doug Brewer, CPA, reported that cash balance is stable and he completed the March/April month end financial reports. Mayor Hendricks asked for a motion to approve the financial report as stated. A motion was made by Alderman Pam Durrett, seconded by Alderman Tiffany Cole. Motion approved. Next item on the agenda was the WATER & SEWER REPORT. Shelby Kelley reported that the water and sewer system is good. Walter Carpenter, Engineer from MML&H explained the Gray Water Project. Next item on the agenda is the PLANNING & ZONING REPORT. Chairman Laureen Mayfield was not present and there was no report. Next item on the agenda was Permit #1061. This Permit is a request from William Sumlin which applied to setup a new double wide mobile home on Rose Street. The Planning & Zoning Committee had denied this permit due to non-compliance with Zoning Ordinances. Mr. Sumlin presented his permit request to the Aldermen for their decision in overriding the Planning & Zoning Committee ruling. Mayor Hendricks asked for discussion and comments. Responses of both negative and positive were heard. Mayor asked the aldermen how they voted. Alderman Pam Durrett made a motion to allow Permit #1061 be approved so that Mr. Sumlin would be able to put a new double wide mobile home on Rose Street, seconded by Alderman Tiffany Cole. Motion passed. Next on the agenda was PUBLIC COMMENT. All who had completed the Public Comment forms and turned them in prior to the meeting were allowed to state their comments regarding annexation. All the forms referenced concerns Annexation. (See Attachments) Motion to adjourn was made by Alderman Tiffany Cole, seconded by Alderman Pam Durrett. Motion carried. Meeting adjourned at 7:10 p.m.
