The Joint Police Jury/School Board Redistricting Committee met in the Police Jury Meeting Room, Third Floor, Lincoln Parish Courthouse, Tuesday, April 19, 2011, at 6:00 p.m. Present were:
Police Jury: Joe Henderson, Bobby Bennett, David Hammons
School Board: Lisa Best, George Mack
Absent: Eddie Milton Jones
Courtney Hall, Parish Administrator, called the meeting to order and Joe Henderson delivered the invocation.
David Hammons offered a motion, seconded by Bobby Bennett, to approve the agenda. The motion carried with the following votes:
YEAS: Joe Henderson, Bobby Bennett, David Hammons, Lisa Best, and George Mack
NAYS: None
ABSENT: Eddie Milton Jones
Mr. Hall advised those wishing to make public comments to fill out the public comment request forms. Mr. Richard Durrett of Waggoner Engineering, Inc. was recognized and was asked to update the Committee on the process that resulted in the redistricting plans being presented at the meeting. The Committee considered Redistricting Plans 1, 2, and 3. Following lengthy discussion, the meeting was opened to public comments. Mr. Bill Smith expressed his concerns about polling places outside of District Lines. Mr. George Mack, Jr. commented on the process and whether or not public comment would be allowed on any future precinct consolidation. There being no further public comments, David Hammons offered a motion, seconded by Lisa Best, to recommend bringing Reapportionment Plan 3 to a Joint Special called meeting of the Lincoln Parish Police Jury and Lincoln Parish School Board on Tuesday, April 26, 2011 at 6:00 p.m., in the Police Jury Meeting Room, Third Floor, Lincoln Parish Courthouse, Ruston, Louisiana; and further, to conduct a Joint Public Hearing by the Lincoln Parish Police Jury and Lincoln Parish School Board at this meeting regarding the reapportionment of the election districts of said governing bodies; to hear comments, suggestions and/or plans from the public; and to consider the adoption of the final reapportionment plan for the Lincoln Parish Police Jury and Lincoln Parish School Board election Districts. The motion carried with the following votes:
YEAS: Joe Henderson, Bobby Bennett, David Hammons, Lisa Best, and George Mack
NAYS: None
ABSENT: Eddie Milton Jones
There being no further business to come before the Committee, the meeting was adjourned.
