THE LINCOLN Parish Police Jury and Lincoln Parish School Board met in Joint Special Session on Tuesday, April 26, 2011, at 6:00 p.m., in the Police Jury Meeting Room, Third Floor, Lincoln Parish Courthouse, Ruston, Louisiana. The purpose of the meeting was to discuss the reapportionment of the election districts of said governing bodies; to hear comments, suggestions, and/or plans from the public; to consider the adoption of the final redistricting plan for the Lincoln Parish Police Jury and Lincoln Parish School Board election districts; and to conduct any other business relative to redistricting. School Board Members Present: Otha Anders, President; Mattie Harrison, Curtis Dowling, Danny Hancock, Lisa Best, Lynda Henderson, George Mack, and Debbie Abrahm. School Board Members Absent: Eddie Milton Jones, Michael Barmore, Joe Mitcham, and Trott Hunt. Police Jury Members Present: Theresa Wyatt, President; Hazel Hunter, Bobby Bennett, Mike Franklin, David Hammons, Roy Glover, Jody Backus, Skip Russell, Joe Henderson, Annie Brown, Sharyon Mayfield, and Mickey Mays.
Police Jury Members Absent: None
School Board and Parish legal counsel Mr. Andrew S. Shealy called the meeting to order and delivered the invocation. Police Juror David Hammons offered a motion to approve the agenda as presented. School Board Member Curtis Dowling seconded the motion. The motion carried with the following votes cast:

Mr. Shealy announced that the Joint Public Hearing would be conducted in accordance with the official public notice heretofore given by the Lincoln Parish Police Jury and Lincoln Parish School Board regarding the reapportionment of the election districts of said governing bodies; to consider the adoption of the final redistricting plan for the Lincoln Parish Police Jury and Lincoln Parish School Board election districts; and to conduct any other business relative to redistricting. Mr. Shealy asked if there was anyone present to present written or oral views, comments, suggestions and/or plans in connection with the reapportionment of the election districts of said governing bodies or concerning the adoption of the final redistricting plan for the Lincoln Parish Police Jury and Lincoln Parish School Board election districts as reflected in Plan Three (3). Mr. Bill Smith expressed his concerns about potential changes in precinct polling places. There being no further persons desiring to comment, Mr. Shealy closed the Public Hearing. Mr. Otha Anders called the Special Meeting of the Lincoln Parish School Board into session. Mr. Anders expressed his appreciation to those who worked on the redistricting process as well as the members of the Joint Lincoln Parish Police Jury and Lincoln Parish School Board Redistricting Committee. Mrs. Lisa Best offered a motion to adopt the following Resolution approving of rearranging and re-establishing the boundary lines of the Lincoln Parish School Board District as reflected in Plan Three (3).

SECTION II.
If any section, paragraph, sentence, clause and/or phrase of this Resolution or the application thereof is declared unconstitutional, unenforceable or invalid by the valid judgment of any court of competent jurisdiction such unconstitutionality, unenforceability or invalidity shall not affect any of the remaining section, paragraphs, sentences, clauses and/or phrases of this Resolution, since the same would have been enacted by the Lincoln Parish School Board without the incorporation in this Resolution of any such unconstitutional, unenforceable or invalid section, paragraph, sentence, clause and/or phrase. To this end, the provisions of this Resolution are hereby declared severable.
SECTION III.
All other resolutions, or any parts thereof, which are in conflict with the provisions of this Resolution are hereby repealed.
SECTION IV.
That this Resolution shall become effective upon promulgation. Said Resolution having been read and considered by a quorum of the Lincoln Parish School Board, on motion to adopt by Board Member, Lisa Best, seconded by Board Member, Lynda Henderson, a record vote was taken and the following result was had:
