The Lincoln Parish Police Jury met in regular session on Tuesday, March 8, 2011, at 7:00 p.m., at its regular meeting place in the Courthouse, Ruston, Louisiana. Present were: Hazel D. Hunter, District Two; Bobby Bennett, District Three; Mike Franklin, District Four; David Hammons, District Five; Roy Glover, District Six; Jody Backus, District Seven; R. G. “Skip” Russell, District Eight; Annie Brown, District Ten; Sharyon Mayfield, District Eleven; and R. D. “Mickey” Mays, District Twelve.
ABSENT: Theresa Moore Wyatt, District One and Joe Henderson, District Nine
Skip Russell called the meeting to order and delivered the Invocation.
Mickey Mays offered a motion, seconded by Annie Brown, to approve the agenda. The motion carried with the following votes:
YEAS: Hunter, Bennett, Franklin, Hammons, Glover, Backus, Russell, Brown, Mayfield and Mays

Sharyon Mayfield offered a motion, seconded by David Hammons, to approve the minutes of the February 8, 2011 meeting. The motion carried with the following votes:

RESOLUTION NO. 2011-13
WHEREAS, pursuant to requirements of Standards for Audit of Governmental Organizations, Programs, Activities, and Functions, promulgated by the United States Comptroller General, all reports of financial records shall contain reports on compliance and internal control, and
WHEREAS, in accordance with said requirements of Standards for Audit of Governmental Organizations, Programs, Activities, and Functions a "Systems Survey and Compliance Questionnaire" has been completed for the purpose of expressing an opinion of the fair presentation of the Lincoln Parish Police Jury's financial statements in compliance with generally accepted accounting principles, to review the system of internal control structure as part of the financial audit, and to review compliance with applicable laws and regulations for the audit of the financial records of the Lincoln Parish Police Jury for the year ending December 31, 2010.
NOW, THEREFORE, BE IT RESOLVED by the Police Jury of Lincoln Parish, Louisiana, convened in regular session this 8th day of March, 2011 that this body does hereby and herewith confirm that the responses to the said "Systems Survey and Compliance Questionnaire" for the financial audit of the Lincoln Parish Police Jury for the year ending December 31, 2010, have been made to the best of knowledge and belief.
BE IT FURTHER RESOLVED that the said "Systems Survey and Compliance Questionnaire" is hereby and herewith made a part hereof by reference.

Andy Shealy presented an Ordinance Relative to Election Districts of Lincoln Parish. He stated that this Ordinance would allow the Parish to begin working on redistricting. Mickey Mays offered a motion, seconded by Roy Glover, to approve the Ordinance.
ORDINANCE NO. 323-11-(0)
AN ORDINANCE RELATIVE TO THE ELECTION DISTRICTS OF THE LINCOLN PARISH POLICE JURY; TO PROVIDE WITH RESPECT TO THE EXAMINATION OF THE DECENNIAL CENSUS DATA FOR LINCOLN PARISH, LOUISIANA; TO DECLARE THAT SUBSTANTIAL VARIATIONS EXIST IN THE REPRESENTATION OF THE LINCOLN PARISH POLICE JURY ELECTION DISTRICTS; TO DECLARE THE INTENTION OF THE LINCOLN PARISH POLICE JURY; TO PROVIDE FOR A NEW REDISTRICTING PLAN; AND OTHERWISE TO PROVIDE WITH RESPECT THERETO.
NOW, THEREFORE, BE IT ORDAINED, by the Police Jury of Lincoln Parish, Louisiana, convened in Regular Session this 8th day of March, 2011, that the following ordinance is hereby enacted:
SECTION 1
WHEREAS, in accordance with the provisions of LSA-R.S. 33:1411, the Lincoln Parish Police Jury has examined the most recent decennial census data for Lincoln Parish, Louisiana;
WHEREAS, there exists substantial variations in the representation of the Lincoln Parish Police Jury election districts which causes its current districting plan to be inequitable.
SECTION 2
The Lincoln Parish Police Jury hereby declares that substantial variations exist in the representation of the Lincoln Parish Police Jury election districts which causes its current districting plan to be inequitable and authorizes and directs its staff to immediately begin working in cooperation with the staff of the Lincoln Parish School Board and with the 2011 Joint Redistricting Committee to submit a new redistricting plan for the Lincoln Parish Police Jury election districts in accordance with law.
SECTION 3
The President of the Lincoln Parish Police Jury is authorized and directed to appoint three (3) members of the Lincoln Parish Police Jury to serve on the 2011 Joint Redistricting Committee.
SECTION 4
The effective date of this Ordinance shall be March 1, 2011.
SECTION 5
If any section, paragraph, sentence, clause and/or phrase of this Ordinance or the application thereof is declared unconstitutional, unenforceable or invalid by the valid judgment of any court of competent jurisdiction such unconstitutionality, unenforceability or invalidity shall not affect any of the remaining sections, paragraphs, sentences, clauses and/or phrases of this Ordinance, since the same would have been enacted by the Lincoln Parish Police Jury without the incorporation in this Ordinance of any such unconstitutional, unenforceable or invalid section, paragraph, sentence, clause or phrase. To that end, the provisions of this Ordinance are hereby declared severable.
SECTION 6
All other ordinances, or any parts thereof, which are in conflict with the provisions of this Ordinance are hereby repealed.
This above and foregoing Ordinance was introduced by Mickey Mays who moved its adoption. The motion was seconded by Roy Glover and after having been considered by sections, was adopted by sections and as a whole by the following YEA and NAY vote:

NAYS: None

WEREUPON, the Ordinance was declared duly adopted this 8th day of March, 2011.

LINCOLN PARISH POLICE JURY
Courtney Hall stated that the Facility Security Study Committee met at 10:00 am on February 25, 2011 and the Committee recommends:
addressing items which could be easily and inexpensively corrected and to get cost estimates and explore funding on more expensive security issues. Roy Glover offered a motion, seconded by Sharyon Mayfield, to approve the minutes of the Facility Security Study Committee. The motion carried with the following votes:

David Hammons stated that the Solid Waste Committee met at 5:30 pm this day and the Committee recommends: accepting and approving the Annual Recycling Report for the 2010 Recycling Program and Plan for 2011 Recycling Program. David Hammons offered a motion, seconded by Mike Franklin, to approve the minutes of the Solid Waste Committee. The motion carried with the following votes:

Skip Russell stated that the Long Range Planning Committee met at 6:00 pm this day and the Committee recommends: Authorizing the Parish Administrator to negotiate a scope of work and pricing for the Facility Planning portion of the Proposals with Tipton and Associates and Hunt Guillot and Associates and to have representatives from each company give a presentation. Skip Russell offered a motion, seconded by Roy Glover, to approve the minutes of the Long Range Planning Committee. The motion carried with the following votes:

Under other business was a request for travel for the Parish Administrator and Police Jury President to travel to Washington DC on March 29 and 30, 2011 for the Union-Lincoln Water Supply Initiative and I-20 Corridor meetings. Hazel Hunter offered a motion, seconded by Annie Brown, to approve the travel request. The motion carried with the following votes:

Mickey Mays reminded the Jurors of the Sparta Commission Meeting on Thursday, March 17, 2011 at 5:30 in the Library Meeting Room. Kip Franklin reported to the Jury that the Public Comment period for the Hazard Mitigation Plan had ended and that the Plan was being submitted to Baton Rouge for final review. There being no other business to come before the Jury, the meeting was adjourned.
