So, exactly what is ‘RHIP’?

His account is divided into a number of categories which provide a detailed survey of the various meanings of rank both in and out of the military:
• Rank has its purpose;
• Rank has its position;
• Rank has its potential;
• Rank has its price;
• Rank has its powers; and
• Rank has its problems.
Virtually any person who has any position in any type of organization holds some form of rank. Dodd’s definition of the purpose of rank would fit all of those — military or civilian.

Task force nets 91 arrests in 2006

In fact, Stone said, evidence that drug use creates other crimes was apparent with several recent arrests.
“Just this week, we cleared up seven burglaries, arresting two suspects,” he said. “The thefts were being committed to purchase drugs. Nearly all our property crimes are committed by drug users needing money. If (drug users) don’t have the money to buy drugs, they’ll steal from you and me to get it.”

Bulldogs tip off WAC road play

“We’ve got a lot of games left and anything can happen, but getting off to a start like we have, it has to give us some momentum and help our confidence.”
That’s exactly what Boise State head coach Greg Graham is concerned about as Tech (4-10) shows up at Taco Bell Arena for the 8 p.m. (CDT) tipoff.
“They’ve shown they can still be successful after losing one of the great players in our conference,” he said about the post-Millsap era.

Smoking law lights up issue

“Honestly, I think it’s a good idea,” said Glenda McKee, a waitress at Huddle House. “It’s really made me cut down on smoking.”
Rob Neilson, a Ruston resident who has been smoking for more than 30 years, has also struggled to cut back in the past.
“I know in my heart it’s not a good habit,” Neilson said. “People don’t really deserve to breathe my second-hand smoke.”

Juror Joyce Huntington then nominated juror Jody Backus. After a motion to close the nomination was passed, the first vote was taken.
Jurors Charles Owens, Terry Knowles, Hammons, Joe Henderson, Annie Brown and Allen voted for Allen. Jurors Huntington, Bobby Dowling, Roy Glover, Annette Albritton, Mickey Mays and Backus voted for Backus.
“We will do this for a while,” Levy said after the 6-6 vote. “It’s important we try to elect us a president. We will continue until a successor is elected.”

’Dogs building confidence in WAC

Indeed, Richard and his staff and players would rather keep all of this in perspective.
Really, it’s still just two games in the WAC and the league race is a long, long ways from being over just yet.
Still, home victories over San Jose State (92-56) and the Rainbow Warriors during the past week could be a major confidence booster for the Bulldogs (4-10).

Drug problem not over

The joint task force, formerly known as TEDNET, is staffed by the Third Judicial District Attorney’s Office, Ruston Police Department, Grambling Police Department and the Lincoln Parish Sheriff’s Department. Since its name was changed and the group was revamped several years ago, Sheriff Mike Stone said the task force has been steadily producing results.
“The investigators assigned to LPNET have done an exceptional job over the past year,” Stone said. ”Our officers have worked diligently to make an impact on drug trafficking here in Lincoln Parish.”

Count blessings, not dollars

Other times, drivers are much more culpable, such as when they’re operating a vehicle recklessly or while under the influence of drugs or alcohol. When these drivers get into an accident, most of the time it is completely their fault or their negligent actions contributed mightily to the wreck.
I don’t think this was the case with this bus driver. More than a week since the incident, I haven’t heard even a whisper that the cause of the accident was a simple moment of distraction.

Village council starts new year

“I think these suggestions are reasonable for a couple of reasons,” Shealy said. “The proposal is for a new commercial (business) in a primarily historically residential area, and I think that needs to be aired out. This will help not only the councilmen understand, but it would help citizen input because another thing you’re going to have to have is a public hearing.”
The council plans to call a special meeting at which the rezoning plan will beintroduced, and following the regular meeting, the council will hold a public hearing.
